Insider Risk 101: Build a Program Without Breaking the Bank

Defenders rarely get budget to do everything the textbook suggests. You need a program that catches real insider risk without turning security into the over eager hall monitor.
This post shows a simple way to scope, instrument, and run insider risk using the data you already have, plus a few targeted controls. The north star is investigation speed and clarity, not another jumbo-sized project.
We will use the Turngate approach, unify SaaS entitlements and audit logs, reduce query wrangling, and stay out of inboxes unless Legal (capital L) demands it.
Insider risk vs insider threat
Insider risk is any chance that actions by people inside your org, or with insider-like access, could harm the business. Intent is variable. Examples we’ve actually seen:
- A sales ops user shares a pricing workbook to “anyone with the link,” then pastes that link in a public Slack.
- A developer exports a month of customer logs to “debug,” then forgets the bucket is open to the world.
- A contractor enables a high-scope OAuth app to sync files, then it over-collects.
- An engineer forgets an API key is in his clipboard and pastes it into an external SaaS app and hits enter before they realize what happened.
Insider threat is the malicious slice, think data theft before resignation or deliberate sabotage.
Why the distinction matters: if you only hunt malicious intent you will miss most loss events. If you only watch for malware you will miss the control plane and collaboration layers where risk actually moves.
The two conventional programs, and why they fail
Insider risk programs are often developed later in the development process of a cybersecurity program. Wrangling concerns like policies and procedures, vulnerability management, and general security operations are often tackled in detail before companies lean into insider risk as a discipline. From our experience, there’s not a lot of public art on how to structure your insider risk program. That said, we’ve generally seen two very different shapes:
The middle ground that actually works
A comprehensive insider program should aim for holistic, but manageable capability:
- Risk assessment first. It’s easy to think you know what data and processes are important to your organization, but without a solid risk assessment first, you’re likely to focus on the wrong issues. This can be a lightweight process that’s as simple as talking to business and product owners and taking good notes for you and your team to analyze.
- Lightweight, high signal controls. Use DLP to throw tripwires, not to boil oceans. It’s easy to deploy so many rules that seem good in practice but drown your team in false positives that numb their senses to the real signal.
- Turngate to see SaaS activity fast. We’re proud of this. Identify patterns of use and leverage activity metadata to provide more fidelity and more speed to your investigations.
- Product-specific depth only when needed. When Turngate points to an odd OneDrive export or a suspicious OAuth grant, jump into the native admin or eDiscovery tool for the last mile.
Key mindset: focus on metadata about activity. Who acted, from where, with what role, at what hour, in what volume, and against which objects. You do not need to read everyone’s mail to see the shape of a problem. Not only is this faster, it’s a better balance of privacy and security concerns. This makes your HR, legal, and audit teams happier and your life is a lot less complicated.
Privacy and trust, how to stay out of the danger zone
When you head down the insider risk road, publish a short insider risk charter that people can actually read. Be explicit that security uses metadata about activity to spot patterns and only reviews message content during formal investigations with HR or Legal. Users can often be suspicious of security teams in general, and if they hear you’re running an insider risk program they may let their mind run wild imaginging a dark room filled with people reading every word every person in the company types. Cut that off at the pass by being public and forthright with what you are (and are not) doing.
Then design the program so you rarely need that escalation. Clean up roles and scopes, remove standing access, and use just-in-time elevation so there is less to watch in the first place. This is better for everyone, not just your users but your security team too.
Finally, record your own work. Keep audit trails that show who searched what and why, and make those trails easy to produce when someone asks. Clear intent and tight hygiene build more trust than any all-seeing monitor ever will.
Run an insider risk assessment in 45 minutes
No, seriously, risk assessments don’t have to take a long time. Simply answer these with your IR lead (if you have one), HR, business owners, and product owners:
- Goals. What outcomes matter, for example prevent customer data exposure, avoid code leakage, protect pricing and M&A docs.
- Coverage. Which SaaS and identity systems hold that data. List your top five by crown-jewel density.
- Gaps. Where you lack alerting, logs, or role hygiene. For each gap, choose accept, compensate, or instrument.
See? Easy. Also, it’s always good to meet with business and product owners periodically and this exercise can be a good touchpoint to ensure security and the business is in step with each other.
Build a light platform, proactive and reactive
All good insider risk programs start with proactive controls. Again, most insider security issues are accidental and/or ill-advised but not actually malicious. By putting controls in place that help guide your users and your security teams to good outcomes, the better off everyone is.
- Control data flows where limits can be set. For instance, if generally people shouldn’t be sharing information publicly from file stores, configure the file store so users can’t make objects public.
- Create exception processes where a user who actually needs to do something risky with data can get approval. This can take the form of manual requests (“Go to this Slack channel and let us know what files you want to share” or automated prompts where users can make good decisions for themselves after they’re warned of the risks.
- DLP tripwires on controlled and uncontrolled exfil paths, for example public link creation, mass external shares, forwarding rules to personal addresses.
- Step-up checks for destructive actions that your secops team can key into for deeper investigations. For example owner change on key folders, disabling retention locks, or purging audit logs.
- JIT elevation for admin roles. Always-on admin is risk on a timer (and an audit risk too)
Beyond the proactive controls, your program needs an operational component that allows you to react to concerns and alerts. This is where the native tooling from your SaaS providers fall down and conventional enterprise security tooling is blind. Unsurprisingly, that’s where we come in.

- Product-specific tools for deep dives where needed. The admin interfaces for products like Google Workspace, M365, and Slack can give you very detailed information on your users’ content (email, files, chat history, etc). However, digging through that data is very time consuming and sensitive; be sure to peel back that onion only when you need to.

“What do you mean by metadata?” Glad you asked. SaaS logs are filled with useful information about user and system activity. Usually a log contains the who, what, when, and where of an activity. Some logs are better than others, but for example, you might see something that looks like this:

Signals to pull, then how to work them
Looking at the metadata contained in SaaS alerts and logs, there are numerous signals you can key into better manage insider risk. Building a playbook around the signals below creates a scalable, repeatable, and efficient operational capability for your insider risk program (that’s a lot of buzzwords for us to say “Turngate is an easy button for your insider risk operations”)
- Unusual access volume by a single user over a short window
- Access at unusual times relative to history
- Mass downloads from systems with weak or missing DLP
- External sharing created or ownership transfer on sensitive folders
- New OAuth apps with high scopes or recent token minting
- MFA resets or recovery method changes shortly before mass data movement
- Role changes that grant broad read or export powers
- Offboarding drift, suspended user with active tokens or shared drives that still sync externally
Looking through those signals you will (usually) get a sense if there’s anything concerning going on. Pivot through user groups, systems, and timeframes to better understand what’s going on and identity concerning usage. Remember to escalate to admin tools only when the metadata suggests real risk, for example view the file tree or specific share links.
You’ll know you’re done when you can state what moved, by whom, when, to where, and whether business context justifies it. If it was benign, document it and move on. If risky, respond accordingly. You may have to revoke tokens, talk to business owners, remove shares, or even spin up a full IR process… though we hope that’s the exception and not the rule.
Measure success in weeks, not quarters
If you’re inclined you can collect metrics on your insider risk program. For starters, track only a few key numbers and refine your metrics over time. Attempting to collect too many at first is a great way to kill any metrics process. For example:
- Mean time to understand an insider pattern, from alert to a clear narrative.
- Mean time to confirm risk or benign.
- Share link half-life, time from creation to removal on sensitive items.
- Standing admin roles count and trend.
- OAuth app backlog, number of high-scope apps without an owner decision.
If these improve, your program is working. Even if they don’t improve, however, it could mean your program is working, you may just have a high workload. Metrics are great, but don’t lose sight of the business outcome.
